HOW TO COPY LAST RECORD IN "A" and paste it in "B"

Good day.

I need help on how to copy every last record of each user in "A" and paste it on "B".

see the attached excel file. Highlighted in yellow is the needed time stamp to be copied in "B". Thanks in advance.
