How to add 2 ranges in a Data validation list

Hi,

I have 2 ranges I need to show in a data validation list. Can anyone here help me how to show up those 2 ranges in a single DVL?

If we crack that up, can we even add a label to each segment inside a dropdown?

Let me provide more information. I did had a look at dependant data validation at contextures pages, but I'm looking for that kind. My requirement is to add 2 ranges in a single dropdown. Please see the attached file.
