Hourly Time Line

I am creating a hourly timeline but encounter an issue with past midnight. Could anyone assist.
Formula i'm using =IF(AND(H$3>=$A4,I$3<=$B4),"1","")

yes something like this but from 3pm to 1am there are some issues

there are some errors for the hours in the timeline

3pm to 1am: output starts from 3PM and ends 11PM
after midnight hours belongs to next day!
What would be issue?

is there anyway to continue to include 1 in the row after 11pm to add to the following day?

... but if over two or more midnights then ... it need different solution!
