Highlighting Manager working as under grade in a list through formula

Hello,

I have list of staff of various branches with following information,

ID #
Name
Grade
Designation
Branch Code

Following is the list of grades we have from top to bottom

VP
AVP
OG-I
OG-II
OG-III

Following is the list of designation we have in any of our branch

Manager
Assistant Manager
General Officer
Teller

Usually, Manager’s grade is VP but, in some instances, Manager is AVP, and Assistant Manager or Teller is VP which makes Manager working as under grade within that specific branch.

I would like to identify all those branches where Manager is working under grade. Please refer attached sheet.

It would help if you gave a sorted list of grades. This will allow us to say over/under grade.
Perhaps a list of on-grade Designations for each grade (if there could be more than one designation per grade).

I have used 365 but more traditional techniques could be used.
