HELP With VBA or Formula

Hi Everyone! I'm not very good with VBA or formulas but i need help with how to lock automatically lock a column at at particular time in the month.

Context, i have worksheet that has historical numbers, targets and monthly actual. The targets should be locked although the year but i want the actual column to lock at a particular date of the month that is a deadline for reporting.

Where is Your named a particular time/date of the month?
Anyway, I did a sample...
#1 select wanted locked 'month' from 3rd row
#2 answer the question
#3 repeat steps #1 to #2 as many times as needed
