Help with model automation

Dear Friends,
I am trying to build a model that put a different prices every x years. In this case my input is the following:
Price To year
a1: 2 b1: 5
a2: 3 b2: 10
a3: 4 b3: 15
a4: 5 b4: 20

The desired outcome would be in a row where the first 5 years have price 2, from year 6 to 10 the price is 3, from year 11 to 15 the price is 4 and from year 16 to 20 the price is 5.
I am trying to automate this part but I am having trouble with the right formula to use. I would really appreciate your help.

Dear John Jairo, many thanks for your great approach I am not very familiar with the Row function. I was wondering if this works exactly for rows and you showed it can be done in columns. Thanks a lot.
 
Hi John, I am new to this and that is why i post i duplicated the post. Sorry about that. Thanks again for your help, however when I change the years it doesnt work properly. Could you please help me with this. Thanks a lot
