Help with Conditional Formatting

It is probably a simple fix, but I can't get Columns K:N's conditions to be met if H contains data. Making H2 absolute, $H$2, corrects the issue, but then the conditions go far beyond where there is data. All pertinent infrmatino has been replaced by NES & SNES games in the attached. I appreciate any help!
