Help ; Time based performance rating

Please find attached the excel file which has the tickets closure time. Based on the closure time and priority, the performance rating should be captured based on the performance rating calculation as outlined in Colum J, K, L. Can you please help me with a formula where in the perfornance rating can be calculated automatically ?

The trick is to setup a good lookup table. Thankfully, you already have nicely defined ranges for each output.
