Golf Handicap Tracker

I have attached this spreadsheet that takes your stroke score and factors in your handicap in match play. Handicaps are on cells B5, B6, B7, and B8. The top section is your stroke scores for 18 holes. The "handicap strokes" sections are how many strokes your opponent owes you per hole based on your handicap. "Net scores" are your scores after factoring in handicaps. It works great if the difference between the two golfers handicaps are 18 or lower. The issue is when golfer D has a 26 handicap and golfer C has a 7 handicap, this spreadsheet doesn't calculate giving him a second handicap stroke on the hardest hole.

Cell G20 has a formula of =IF(B8-B7+1>G3,1,0) which gives golfer D 1 stroke over golfer C. How do I get this to say "give him two strokes on hole 3 (hardest hole) if the handicap difference between Golfer D and Golfer C is 19 or greater." I'd like the formula to give 1 stroke if the difference in handicap is between 1 and 18, but give him 2 strokes if it is greater than 18, and zero strokes if he does not have a higher handicap than his opponent.

See attached file. This took me a while to figure out but, assuming that the numbers in Row 3 are each hole's difficulty rank, then my formula should work:
=IF($B$9-$B$8>=E$3,ROUNDDOWN(($B$9-$B$8)/18,0)+IF(($B$9-$B$8)-(ROUNDDOWN(($B$9-$B$8)/18,0)*18)>=E$3,1,0),0)

I also copied this into the Handicap Strokes table for Players A & B and am getting a one stroke handicap for Player B on Hole 3 since the difference between their handicaps is one.

Let us know if this is the expected result or if you need something different.
