How do you change the color of each of these bars from blue?

Hi Steve ,
Both are colored using Conditional Formatting.
Go into the CF dialogs , and for the left side part ( in the % Done column ) select the Data Bar color. For the right side part , there may be more than one rule involved ; select the proper rule , and under the Format option select the cell color.
