Gantt Chart format changing

In the attached file is the Gantt chart that is becoming a pain in my butt. For some reason the scroll bars on the top and side will have changed locations. The drop down menu will also move. The first time it happened, I moved them back and locked the boxes but it did not work. Can you please help with what I need to do?

Chihiro-thanks for the assistance. I tried protecting it but even after protecting the sheet, once I closed the document and then reopened it, the scroll bars and drop down menus' would move on their own.
vletm-Thanks also, but I don't want them to move at all. Once I move them to the position on the spreadsheet, I want them to stay there.
 
Hmm, didn't move at all on my end. Let me do some testing on couple of different machines.

Oh, what version of Excel and OS do you use?
 
My OS is Windows 7 and Excel is 2010.

I think grouping them might have been what worked. I grouped the bars and drop down and then protected the sheet and so far so good.
