Function to distribute workload

Hi All,

I need your help please, i want to create equation to distribute tickets based on work load.

For example :

I have different types of tickets each with different handling time and i want to distribute tickets so each member have the same workload and each ticket to be assigned to one person.

I have written the problem in a way that will produce integer design variables, constraints, and even an objective function for Solver to choose between feasible solutions. Unfortunately none of the optimisation approaches work well on the problem. I had rather hoped evolutionary processes would work OK but I can do better by hand
