Formula needed

I have tried to figure this out but to no avail - please see spreadsheet for explanation as to what im looking for

i am assuming people will be expected to complete column N
so it cannot have a formula in
otehrwise
=IF(F2<=-30,"enter reason","")
copied down
OR you can use conditional formatting to make a colour
=AND(N2<>"", F2<>"",F2<=-30)
and format the cell RED

if you want a message to appear then maybe VBA needed
