Formula needed to look up a variable based on another variable

I've been racking my brain trying to figure out how to look up the company to use with the associated min value. Please see my uploaded table example. For Alameda county, Company A has the min value...the MIN value function is easy enough to use, but what can I use to bring back Company A as the result?
