First week of the year in Excel

Hi all, in Outlook you can change your first week of the year settings to "first full week" , this is the system I need, but I can not change this in Excel.

I have a formula in Excel which takes the Year & Weeknum and gives me the first day of the week as a result, how can I change it to show me the first full week in 2016 as Week 1

My Formula:

=MAX(DATE(F$4;1;1);DATE(F$4;1;1)-WEEKDAY(DATE(F$4;1;1);2)+(F$5-1)*7+1)
In F4: Year
In F5: Weeknum
