Find out max no with name but should be dynamic

I wanna max no with name but it should be dynamic if I change max no in data manually name should be automatically change.

Considering your numerical data in B2:E17, where you want to find max number. There can be one person with that number or can be many.

What if there are many? DO you want all the names?
