Extract n Copied Months to New Column

1) There are some missing months in Schedule Column, how do I add the missing months in Month Column?
Examples: Schedule Column has only Feb, Apr, Jul, Aug, Oct and Nov. I need to create additional rows for missing months (Jan, Mar, May, Jun, Sep and Dec) in Month Column.

2) I have Proability and Severity Columns but there are missing combinations. How do I add
Proability: 1 Severity: 2
Proability: 2 Severity: 3
Proability: 3 Severity: 1
Proability: 3 Severity: 3
