extract data in a closed workbook

Can we extract data from a c: \ DATABASE NAME OF FILE from a closed workbook with index and match with formula and vba

One sample:
1) use index as above with Your closed workbook
2) make basic loops with VBA as need with cells B2 & B3 and
You will get results from cell B4
