extract data from a different excel file using row number as reference

Hi Team,

is there any way i could extract a certain cell data, using only formulas, from a different excel file using row number as reference? Data are changing according to those corresponds to its row number.

i've attached a file for your perusal. If possible, formulas only since i cannot use VBA at the office.
