Export and Import data from cloud directly

1) Currently i want to connect to a cloud where there will be a excel with various sheets and each sheet representing a table (no knowledge on database, all that i know is access any value in a structured table and modify and give output) from an excel file here, eg. say i will fix a command button called connect in my sheet and when that is clicked it should connect to the cloud to the specific excel file in the cloud, similarly i need to develop forms which will load with values from specific files in the table or different files in a specific folder in the cloud, to put it in a nut shell instead of accessing file locally in my computer, i want to access files gloablly.

2) Further, can we have web forms in any browser independent of Operating system and upload to our cloud.
