Excluding certain cells from an array for Index(match) formula

I have a list of unique commodity which has unique value assigned to it, and I want to match 2 closest available value for the entire list.
My problem is that with Index(match) formula, its considering the commodities multiple times.

Is there a way that I can exclude the previously considered value, the list is of even commodities, so all can match.

Please help, I am stuck on it and google has been of no help so far.
