Excel stacked chart with date data spread

i have an excel sheet that uses conditional formatting, is there a way to get the same style using a stacked bar chart?

That's very little information to go on , so the answer will also be brief.

It can be done using VBA , but the coding is somewhat complicated ; check out the basic code here :

i have attached the excel sheet, what i have been asked to do is make this sheet a bar chart rather than the conditional format set up that it currently is. The Project Name needs to be on the y axis and the stacked bar needs to be spread on the x axis, each colour of the stack refers to the dates of the phase.
i.e
Project Initiation is the red bar start date is Jan 2012 finish date is Aug 2012

First off , the file has a circular reference in it ; is this intentional ? If not , what is to be done ?

I have attached the file and removed the other worksheets, this one has no circular referances (that i can see). Currently the sheet works as a conditional format, i have been asked to change this into an excel stacked bar chart, i am not sure if this is possible but the chart needs to look like the output on the right hand side by year, not sure if this is at all possible.
