Excel Protection and Tracking Changes

Good day

We have uploaded a workbook to a SharePoint site however we would like to track the changes. We don't want users to have the option to change the track changes option. We are using 2010. If I select track changes it does not prompt me for a password. I have already tried and I can disable the track changes from another user account and then upload that file. In short we would like to track the changes on our workbook and only the author should be able to accept the changes made.
