Excel not responding when clicking File Tab

I'm experiencing the same problem as described below, but I can't figure out how to go about doing what he recommends.
Can someone explain this in layman's terms - what is this Excel14.xlb?

I recently started experiencing this problem, one minute everything was working the next this problem was there.

So having done some digging into this problem on my PC having had no success at fixing it with the solutions offered on numerous web sites and forums I tried the following:

1 by 1 I removed workbooks from my XLSTART and Excel folders and found that after I removed the Excel14.xlb file from both the folders named that the File Tab problem was fixed.

Excel automatically created a new version of the Excel14.xlb file in the Excel folder and my Excel is now working fine.

So I deduce from this that the Excel14.xlb file had got corrupted and was causing the problem.

XLB is a settings file format created by Microsoft Excel. XLB files contain custom settings for the toolbars (or command bars). These settings can be edited or customized by selecting “toolbar” from the view options. XLB files can contain information such as which toolbars are visible, their position, and their function. XLB files allow for the transfer of customization information between computers and users.

If you come across this problem again there is no need to move or delete your Excel files, just consign the .XLB file to the bin, Excel will create a new clean .XLB file next time use. .XLB files stopped at the 14 version.
