Enforce Custom List Sorting for other users

I have created a custom list to sort Green, Yellow, Red in slicers. By default it shows Green, Red, Yellow.

This sorts the slicers for me. However, when send the Excel file to other users, the sorting doesn't work for them!

Isn't it supposed to work for anyone automatically?

If not, is there a way to enforce the custom lists for other users?

Have others users excel >=2010

All users are using Excel 2010 including me and I have added the slicer through a pivot table via the Insert Ribbon.

I see Green/Yellow/Red as shown below. At least 1 user is seeing Green/Red/Yellow i.e. alphabetical. What do you get in the attached sample excel file?
