Document changing cell value at the end of each month

I would like to be able to find a solution to recording the value in a cell that changes frequently at the end of each month so that I can use this to populate a dashboard.

My staff training log spread sheet tracks training completion and these figures change as training is completed or elapses. Is there a way to set a sheet that will populate on the last day of the month with the figure in the cell for the overa

You didn't have any dates there or how?
... this way, You could get 'the last day of the month' ...

Sorry, perhaps it wasn't quite clear. I'm looking to see what the overall average is at the end of each month. If the value is taken from C7 and this value will change frequently, how do I pace values in the overall at end of month column that reflect what the value was in C7 at that moment in time?

No not really, I don't know what you have done or are trying to achieve. I need the table to populate each month with the value that appears in C7 at that specific moment in time.

Say 31st Aug C7=80 then B20=80
but Sep 30th C7=85 then B21=85 AND B20 still =80.
And so on for the rest of the year as the value in C7 changes

Did You try to explain HOW would You do something?
Try this way:
1) Get Your way needed value (eg 80) to C7
2) Write needed date (especially month of date have to be correct)
3) Repeat steps 1 & 3 as many times as You need!
(... that specific moment in time won't be useful
.. if You miss to would like to fill NOW eg August-values!
.. that value would go to September!
But, I can modify this work so too... )
 
You are not being very clear vletm. can you include a file example?
I am looking for the table to automatically populate the value of C7 at the end of each month and stay as that value.

1) Did You open #4 Reply -file ( Training record (1).xlsb )?
2) Did You write value 80 to cell C7 and press <ENTER> ?
3) Did You write 04/09/2018 to cell A7 and press <ENTER>?
4) Did You notice that value 80 copied to cell B21 ?
 
OK, I see that works thanks vletm. However, I can't see how it works. Where are the workings (formula or VBA?) hidden please?

Also is there anyway to automate this so that it occurs on a set date each month or will I always have to manually change the date?

(It'll overwrite needed B-column value after modify cell C7 and press <ENTER>!).
