1] In F3, array formula (without helper) copy down :

=COUNT(0/FREQUENCY(IF(A$3:A$55=E3,INT(C$3:C$55)),INT(C$3:C$55)))

p.s array formula confirmed (CTRL+SHIFT+ENTER)
