Display 24 hours on radar graph

Hi Experts
This is a radar graph running of a pivot table looking at the time of day when patients are admitted to an intensive care unit. When the pivot shows both emergency and elective admissions the 24 hrs are displayed but not when just elective as elective admiisions are only admitted between 11 am and 5 pm. Is there any way to make the radar graph show 24 partitions regardless of the data.
