Data Validation (Only Unique Values - Excluding Empty Cells)

I need help, attaching a file
I need some formula (not pivot table because pivot table need to keep on updated) and other cell link with this validation like we do use "INDIRECT" "SUBSITUTE" function so only related entries associated with reference cell should displayed.

airaldom's formula solution is worked for Office 365, and of course it doesn't work in your Excel 2010.
