cursor location changes chart view axis mismatch

I have posted a worbook on mediafire called "chart problem" illustrating 2 problems I have; 2 sheet tabs are included.

'1) the chart appearance changes when cursor is not in the chart data field & '

'2) line chart does not match axis while column chart does match axis'
