Creating a formula for getting Mean time to resolve and # of Closed tickets

There is a sudden turn in our meeting that we should include points for both efficiency and effectiveness. I need help in creating formula that will cover Average Mean Time to Resolve versus # of Closed tickets. It's like they need to share weight with total of 100%...please any suggestion...thank you in advance!
