Creating a flexible row number in HLOOKUP

I have many HLOOKUP formulas in a large Excel model. In the formula HLOOKUP(A4,B10:D30,20), the row index number is 20. If I then insert a row at A12, I want the formula to reference row index number 21--but the formula doesn't automatically adjust. This is very important, because I have numerous lookup ranges in which I want to insert and add items.

How can I have the row index number automatically adjust?

20 being hard coded won't change so maybe like this:
=HLOOKUP(A4,B10:D30,ROW(A20))

It should work post row insertion.
