I need to get in Column Q a TRUE for the first STOP found in column P for the Device in column A. For instance, Cell Q12 should have a TRUE, but Q13 & Q14 should have a FALSE because I only want the first STOP for a device..

I don't understand what you mean by "share Expected Result manually".

Based on the Device in column A, I only want to put a TRUE in Column Q for the first occurrence of STOP in column P. When the device changes, then it would pick up the first STOP for that device. Every device should only have 1 TRUE in column Q.
 
I have no idea what you are talking about. Can you just adjust the formula in my spreadsheet and send it to me?

If You, rdepuydt, cannot do it - then how would You know - what is correct ... expected result?
