Count the number of Engineers available in 30-minute intervals based on the sign-in and sign-out times

I am trying to populate the number of engineers available in a 30-minute interval through the day on different modes based on their shift timings captured in a column by sign-in and sign-out.

I tired using countifs function " =COUNTIFS(B:B,"Phone",C:C,">="&H2,D:D,"<"&I2)" however it is not giving the correct.
