Count cells, whose values are less than half of previous cell

Today, I have 1 problem and I would like to ask you again...

I have the need to count the month in 2016, where students failed.

2 criteria for failing
1. Score is less than 500
2. Score is less than half of previous-month Score

I created helper table to check the criteria.
*Please find the attached.

It works fine.
But if possible, I would like to do it in 1 formula to save space....

In Q3, formula copy down to Q5 :

=SUMPRODUCT((F3: P3<(E3:O3/2))*(F3: P3<500))
