Copy column headings in next column

Dear All,

I have attached one excel sheets. There are two sheets in this file. One sheet is raw data and second sheet is output sheet. Please help me in getting output like second sheet. There are 150 locations. Manual copy is taking lot of time.

You can use this formulae in D3 and drag it down:
=IF(LEFT(C3)=" ",IF(LEFT(C2)=" ",D2,C2),"")
