Conditional formatting with multiple criteria

I have an excel workbook where Production target is given in the E column. In the F column if we put the achievement number the cell will be coloured according to the criteria. Criteria is given in percentage. For example if achievement is 100% more than the production target then the achievement number will be highlighted in violet colour. Also if we change the production target in the next column then also the achievement cell colour will get changed according to criteria.
