Conditional Formatting will be the death of me.

I've attached my spreadsheet for help.

What I'm needing is the 'JR Due" to be conditionally formatted based on 'Next JR'. I have tried everything I can think of and I am just banging my head against the wall.
Three colors are needed (This is where I am getting into a bit of trouble). I'll try to explain it the best way that I can.

Reports are due immediately if they are 45 days or less, so this needs to be red.
Reports are coming due if they are 55 days to 46 days, it needs to be orange.
Reports are not needed yet if they are 56 days plus. So, this can be green.

45 days or less of what ???
Of today
Or of the JR DuE ??? based on TODAY()

is that that NEXT JR date is withing 45 days of JR due ??
OR is based on todays date

can you give examples in the spreadsheet of which dates are RED, ORANGE , GREEN
and WHY

I would select column C2:C10000 or how ever m any rows
and then you can use a formula with a $ to fix the column
so

$C2 < = Today() +45
