conditional formatting question

I'm after some help with some conditional formatting.

I've attached a sample sheet with my query.

Select desired range and in conditinal formatting put formula

=$J$4="Y" then set conditional formatting

Hi,

Is there anyway the formula can be fine tuned so that:

Whatever number appears in column F (not just 17361), it searches column I for a match; then returns a result when there is a Y next to it in column J.

Basically what I'm trying to do is put a number in column "I", then allocate that number against various refs in column "D"

Then when complete, I want to put a Y in column J, next to the original number (marking it as complete).

Once the number in column "I" is then complete, put a Y next to it, then I want all the cells in column F that have the matching number to turn green.

Replace the old formula with this
=AND(MATCH($F3,I:I,0)>0,AND(MATCH($F3,I:I,0)>0,OFFSET($I$1,MATCH($F3,I:I,0)-1,1)="Y"))
