conditional formatting only works if I change works sheets and go back again

Hi I have a spreadsheet where I am using a toggle switch to change a reference number on a spreadsheet. This part works fine. However there are many cells which use icon sets to display a positive or negative result in green or red based on their value against the reference.


The problem is that when I use the toggle switch some icon sets update whilst many do not. However if I switch to another worksheet in the same file and back again the icon set colours are now correct.

I cannot see anything wrong with the conditional formatting formula which simply compares the cells content with a value.


Any ideas? thank you


Note just realized why it's doing it but still don't have a cure. The icon sets which are changing are changing because the number in 'their' cell is changing.


In the ones which don't change 'their' cell is staying the same only the number in the reference cell the rule is pointing too is changing. Don't know a way to get excel to automatically refresh.
 
Debug questions:

1. Is XL in automatic calculation mode or manual?

2. Do the non-refreshing cells use UDFs? (might have a volatility problem)

3. Tons of formulas (+30000)? XL does have a limit when it stops trying to recalculate everything
