Conditional formatting on ranges of percentages

I am trying to do a conditional formatting for a range of percentages. Then trying to match my current position to these ranges.

Luke thanks for the help,

I my issue is to enter the ranges of 15% to 20% as green light (i have been unable to enter a formula that works for ranges of percents) and 21% to 25% as yellow and over 25% as red but have my current position shown as 29% light up where it ever falls within these categories. I not sure if even conditional formatting can perform the task I am asking.

Minimum Range

10%​

Trigger Range

13%​

Planned range

15 % to 20%​

Maximum Range

21 % to 25%​

Excess Range

>25%​

Current Position

29%​

I modified Xiq's workbook a little. I think this is more what you want then.
