Conditional formatting help - icon sets

Hello,
Please see attached file. I can't figure out why the conditional formatting is not working properly in column F. I see that it is based on cell E7, but I cannot put a relative reference for an icon set. And it is working just fine in column I. Pulling my hair out...

Column E has 2 different targets... which means you can't just apply 1 format to the entire range
 
Ha, I see.... I guess I was looking for a formula that would look at each row. Do I really have to apply formatting to individual cells then?
 
You could always apply 2 separate ones as "Post Go-Live" is 61%, "SCM HHD devices" is 100%. so F7:F11 & F12:F16
 
Got you, but these are and will be moving targets -I simplified the file, but the target is a formula depending on dates. So I did make a rule for each cell. I thought there was a way to do a range but maybe not with icon sets.

You could try an if formula & icon set based on the IF rather than the target. I've attached a crude example. My calculation may be wrong, so u might need to check it.

Yes, got you. Funnily enough, I have the same principle running elsewhere in the sheet, but it's an inherited file so I was trying to understand, and I do now.
