Conditional Formating

I want to format a range of cells based on the value of cell A1. Say, if A1=1, then A1=A4 should be yellow coloured. If A1=2, then A1=A4 should be green coloured. There are no values in A2 to A4 cells. I am unable to get this in excel. Please help.

Rule 1
FORMULA -->=$A$1=1
FILL COLOR --> RED --> OK

Rule 2
FORMULA -->=$A$1=2
FILL COLOR --> YELLOW --> OK
