Conditional Formating on uniteds in a map

Hi Dear Professors
I attached an excel file Here and please help me
i am new in excel
i am from iran and the map in the file is iran
table 1 is the name of all uniteds and the percentage of target and for examples i make arrows to show you where that united is.
in table 2 there is sample color and range that if target between them, the color of the shape must change to it
at the first, the color of all uniteds must be grey and when the numbers appear in the cells they should change to that right colors
there might be empty cell in table 1 for reach to target of a united and if a cell is empty the color of that united must be grey
i dont care what is the way to reach the answer
if may use conditional formatting
if vba code
but in iran we have no reach to map in excel and we should do this with another intelligent way
please please and please help me
