Condional Formattting

Dear All Excel Experts,

In the attached file you will find the current,average,high and low of the values Nifty, PE, PB and DY. Based on this data i want to give some conditional formatting for the cells E6 to H9 and moreover a message has to come on the Investment Decison like, Expensive, Inexpensive, Buy or Hold and Sell etc.

Conditional rules are explained in the excel table.

Whether this can be done.....

Yes the DY's are correct but not happy with the results....Some more work needs to be done

if H = hight and L = low then how L > H?
