Concatenate text with numbers

I am trying to concatenate two cells.
One of the cells has text, and the other has number/percentage.

So when I concatenated these two cells, it should take the same format of the number/percentage.

For e.g. if I concatenate cell "B3" and "C3", it should return "Sales Increased by 3%".

Please help me with the same

The second parameter, in quotes, is a number format. (here, a percentage with up to 2 decimal places is shown).
