Compare 3 columns

I like to compare the sheet Raw with the sheet Data en the Sheet Processed.
If de values are in the sheet Data (yellow) and NOT in the Sheet Processed (blue) then certain columns of the raw and column C from sheet data should be copied to sheet Output.
In the example row 2 and row 5 of the rawdata should be copied, values are found in Data and not in Processed

How is Pallet8 assigned to cell F3 of the Output sheet when Pallet8 is only associated with 800 on row 3 of the Data sheet and the only other 800 in the workbook is on sheet Raw, row 3, which is associated with ID 124 which you want to exclude?!
