Combination of rules for data validation formula

I need to write a formula comining two rules in data validation field.


I need to have formula in data validation - which allows to enter only Date - and that Date to be later than the one in column K.
Columns K and L will be field by other persons - and should make the fields locked only to that criteria.
I tried some options of AND, countifs, etc - but can`t get it.

That`s the first part. But wanna block the option to paste something else - like text when they fill the data.

I currently use this:

Against paste...
If the yellow sticker in the upper corner of the monitor is not enough, then I would try to use VBA to take care those.

If can`t be done without VBA - that clears it for me also. I did`nt like that part that I`m not sure that there is a way.
Maybe it`s time to learn it after many years of headaches :D
