Clustered & Stacked Bar Chart

Hi,

Request expert opinion on clustered & stacked bar chart.

I want to create bar chart which is having Budget on the top & others below as mentioned and gap between Budget & others should be minimum

Attached herewith example and ideal chart.

Please help.
