Closest and next matching time from the list

Hi,

I need a formula to get the time based on the start and end dates.

I need the exact/closest to minimum and closest to next time from the list. I have tried the VLookup True function, but it's not working.

Attached Excel file for reference, highlighted in yellow are the results where I need a formula(D3:G19).
